Can characters from Cantha do all the earlier Tyrian quests? (IE ones before LA)

Wrong. Yes, but they will not get the quest rewards from doing so. They are still free to run them.

whoa, hold up there. Canthan characters may not do any quest prior to Lion's Arch, but they may do the Missions without getting the rewards for them. And that's just so a Canthaner can get Protector of Tyria.
